1. What is the state of 5G deployment in your country and specifically of the deployment of standalone (SA) 5G networks?
Since July 9th, 2019, Monaco has been one of the first states in the world to be 100% connected to 5G.
For the moment, deployment of 5G in Monaco is done with frequencies similar to those of 4G and Wi-Fi. The only difference is the type of antennas: those used for 2G/3G/4G were permanently broadcasting, whereas those for 5G emit only according to and in the direction of the needs.
To the best of our knowledge, the deployment of standalone SA 5G is already planned from 2019, but with a much later implementation. Presumably, this technology is currently being integrated in the Principality.
2. What is being done to ensure that a wide range of operators and industrial companies, from small to large, have access to frequencies?
Monaco is one of the smallest states in the world, with an area of 2.1 km2 and a dense population of 39.000 people. Due to these conditions, there is only one telecommunications company: Monaco Telecom (owned partially by the state). The public concession was renewed on May 17th, 2021.
Monaco Telecom is the only operator in Monaco to have access to the frequencies in accordance with the concession granted by the Government.

The licences are issued for 15 years with tacit renewal for a further 5 years.

We are not aware of any issue with the implementation of the 5G projects nor any decision regarding 5G concession obligations.

There is no specific regulation on 5G in Monaco.
However, the regulation of electric field thresholds for 4G is also applicable to 5G. The ordinance n. 3.020 of November 26th, 2010, pertaining to limiting the public’s exposure to electromagnetic fields sets a threshold electric fields of 6 V/m* for all radio frequency electromagnetic fields, and 4 V/m* for a public mobile phone network on the entire spectrum, which is 4.5 times below the lowest limit recommended by the World Health Organization (i.e. 28 V/m).

The Government and Monaco Telecom consider that all providers have potential security vulnerabilities. Therefore, regardless of the supplier, ongoing extra vigilance is required to avoid any security problems. That is why Monaco Telecom concluded a partnership with Huawei for the development and installation of 5G in Monaco despite remarks on Chinese technologies.

We are not aware of any project regarding 6G in Monaco yet.
